The Oklahoma Lottery , which began on October 12, 2005, is operated by the government of Oklahoma. The Oklahoma Lottery is a member of the Multi-State Lottery Association (MUSL).
As with most lotteries in the United States, the minimum age to purchase a ticket is 18.
In 2003, the Oklahoma legislature passed legislation allowing the proposal of a lottery to go before a vote of the people. Two state questions (705 and 706) were placed on the general election ballot in 2004. Those state questions would set up the lottery commission and create a lottery trust fund. The Oklahoma Lottery was approved by the vote of the people in 2004 by a large margin.
Pick 3 and Cash 5 winners must claim their prizes within 90 days of the drawing. Hot Lotto and Powerball winners must claim their prizes within 365 days of the drawing.
On November 10, 2005, Pick 3 was started. Pick 3 is a daily game played seven nights a week. Players must choose a set of three numbers from 0 through 9, either selected by the player themselves or selected by the computer pick the numbers using the easy pick option.
Pick 3 prizes must be claimed within 90 days of the drawing for which they were eligible. On September 20, 2009, Oklahoma switched to a random number generator (RNG) for its Pick 3 and Cash 5 drawings, joining Hot Lotto as games no longer using lottery balls.
Oklahoma Cash 5 began with Tuesday and Thursday drawings. On Saturday, July 14, 2007, a third weekly drawing was added. In July 2009, Cash 5 expanded to nightly drawings.
Hot Lotto, a MUSL multi-lottery game, is available through 15 lotteries including Oklahoma's and is drawn on Wednesday and Saturday nights. Players must select 5 white ball numbers ranging from 1 to 39 and 1 orange "hot ball" number ranging from 1 to 19. Jackpots start at $1 million and increases by at least $50,000 if there is no top prize winner. Hot Lotto also has an option called Sizzler (which is similar to the PowerPlay option in Powerball), which costs an additional $1 and triples winnings except for the jackpot.
The Oklahoma Lottery is a member of MUSL, which operates Powerball. Powerball tickets began being sold in Oklahoma on January 12, 2006. Powerball jackpots start at $20 million, and drawings occur Wednesday and Saturday nights at 9:59PM/CT, and are televised on Fox affiliate KOKH (channel 25) and CW affiliate KOCB (channel 34) in Oklahoma City and Cox Communications channel 9 in Tulsa.
In March 2009, Mega Millions and Powerball began negotiating an agreement allowing each participating U.S. lottery to sell tickets for both games. On October 13, 2009, an agreement was reached; two months later, it was announced that Oklahoma would begin selling Mega Millions tickets on January 31, 2010. The first Mega Millions drawing where Oklahoma is a participant occurred on February 2, 2010. Unlike Hot Lotto and Powerball (within Oklahoma), Mega Millions players within Oklahoma must choose cash or annuity when playing , instead of after winning.
On the first day the lottery was operational, scratch tickets went on sale. Lucky 7's was the first lottery stratch ticket to go on sale.
The lottery produced a game show taped in Oklahoma City (also produced by Sande Stewart) which ran from October 2007 to August 2008, and aired on CW affiliate KOCB in Oklahoma City, and Cox Communications cable channel 9 in Tulsa. The show was introduced to combat lower than expected sales as a result of not offering video lottery or keno. Players on the game show were guaranteed $500 each, and could win over $50,000. The second and succeeding shows include a "returning champion". The show was canceled due to low ratings.
The Powerball drawing of June 27, 2007 produced Oklahoma's second winning jackpot ticket for the game, and largest to date: $105.8 million (annuitized). It was bought in Roland, just over the Arkansas line. Don Harvey, 64, and his wife, Joyce, 50, of Muldrow claimed the prize on June 29, 2007; they chose the cash option, and received approximately $33.7 million after withholdings. In June 2006 an Oklahoman won $101 million.
July 2, 2008 produced one jackpot winner in Oklahoma for not only Powerball, but also Hot Lotto. It was the first time that the same MUSL member provided at least one jackpot winner in both games on the same day.
